No Panic, No bottom: Does that really work?

No sure if the folks here still remember in our last trip to SP 666, not only in HT but also in the main stream media like CNBC, there was a common view which was: VIX wasn't spiking. Therefore, there was no panic, and the bottom was not in yet.  I understand the VIX level can be different from Nov 08 to Mar 09. However, by looking at the VIX chart, clearly it wasn't spiking.
Jm2c, MM might already have a different read of Washington comparing to most of us. They have been collecting chips for this run up.
