美国将攻打朝鲜?习特通话露端倪 存极不寻常表现

朝鲜领袖金正恩不理西方和中国的警告，频频试射导弹，恐已触及底线。美国会否对朝鲜采取军事行动，9月18日的“习特通话”或露端倪。

　　据《香港经济日报》9月20日分析指，这次是一周内，美国总统特朗普与中国国家主席习近平第二次通话，密集程度显得不寻常，显示两国之间有重大、紧急的事态要协调。

　　更值得外界关注的是，中美两国官方报告“习特通话”的内容时，谈及朝鲜问题的部分，存在极不寻常的表现。白宫的声明称，习特承诺“通过强力执行联合国安理会决议，更大限度地施压朝鲜”。

　　但中国官方新华社的报道，则只有一句称两国元首“就当前朝鲜半岛局势交换了看法”，没有提及内容。

　　这与以往的做法出有明显差别，以上次通话为例，中国官方至少透露，习近平向特朗普重申中方立场——包括中方坚持实现朝鲜半岛无核化，以及对话和平解决的大方向等。

　　今次中方极罕有地，只字不提习特谈朝鲜问题的内容，原因或许有二：

　　其一，两国已就处置朝鲜的进一步行动，达成重要共识、又或相互理解，但此时不便公开。

　　其二，双方就如何处置朝鲜出现严重分歧，不便公开详细内容，可能性包括美国决心对朝鲜动武，中国坚持反对。

　　当然，外界目前无法清晰地了解到真实内情。但要留意的是，在习特通话前后，美国高级官员密集地释出要对朝鲜动武的讯号。对照美方最新表态，以及中方的“沉默”举动，推断硝烟已在半岛弥漫，似乎符合逻辑。

美国防预算6920亿欲摧毁朝鲜 已启用驻以基地

　 当地时间周一（9月18日），以色列军方新闻处发布消息称，美国启用了首个驻以色列永久性军事基地。以色列防空部队司令兹维卡·海莫维奇准将在启用仪式上表示，“这是以色列国家历史中激动人心的时刻，美国星条旗将首次飘扬在以色列军事基地之上。”他认为，此举将捍卫以色列免受导弹的威胁。

　　美国防预算6920亿没有获得通过

　　据报道，美国参议院当地时间9月18日，投票通过了总额为6920亿美元的2018财会年国防预算。该预算案以89票赞成、8票反对的压倒性优势获得通过。

　　报道中称，在参议院所提交的2018财会年国防授权法案中，五角大厦将会拿6400亿美元购买武器、支付军人工资等，另外会有每月60亿美元用于在阿富汗、伊拉克和叙利亚以及其他国家所进行的战争。

　　这份预算报告大幅削减环保、医保等开支，而国防预算大幅上涨10%，涨幅创10年来新高。其中美国环保局开支削减规模达26亿美元，与之前相比少了差不多三分之一。另外社会福利开支也遭大幅削减，包括废除欧巴马医改并改革医疗补助计画，削减补充营养协助计画即食品券项目以及大幅削减联邦雇员退休福利、削减残疾人帮扶项目等。

　　川普联合国大会演讲：若受到威胁将彻底摧毁朝鲜

　　9月19日，川普在联合国大会一般性辩论发表演讲，扬言如果受到威胁将彻底摧毁朝鲜，并警告“火箭人”（Rocket Man）金正恩在“自掘坟墓”。同时，川普也不忘向伊朗、叙利亚、委内瑞拉、古巴等国开炮。

　　以下是演讲内容摘要：

　　Fortunately， the United States has done very well since Election Day last November 8th. The stock market is at an all-time high -- a record. Unemployment is at its lowest level in 16 years， and because of our regulatory and other reforms， we have more people working in the United States today than ever before. Companies are moving back， creating job growth the likes of which our country has not seen in a very long time. And it has just been announced that we will be spending almost $700 billion on our military and defense. Our military will soon be the strongest it has ever been.

We saw it in the assassination of the dictator’s brother using banned nerve agents in an international airport. We know it kidnapped a sweet 13-year-old Japanese girl from a beach in her own country to enslave her as a language tutor for North Korea’s spies.

　　It is an outrage that some nations would not only trade with such a regime， but would arm， supply， and financially support a country that imperils the world with nuclear conflict. No nation on earth has an interest in seeing this band of criminals arm itself with nuclear weapons and missiles.

Rocket Man is on a suicide mission for himself and for his regime. The United States is ready， willing and able， but hopefully this will not be necessary. That’s what the United Nations is all about； that’s what the United Nations is for.

　　Let’s see how they do. It is time for North Korea to realize that the denuclearization is its only accePTAble future. The United Nations Security Council recently held two unanimous 15-0 votes adopting hard-hitting resolutions against North Korea， and I want to thank China and Russia for joining the vote to impose sanctions， along with all of the other members of the Security Council. Thank you to all involved.

This wealth， which rightly belongs to Iran’s people， also goes to shore up Bashar al-Assad’s dictatorship， fuel Yemen’s civil war， and undermine peace throughout the entire Middle East.

　　It is time for the entire world to join us in demanding that Iran’s government end its pursuit of death and destruction. 　　Oppressive regimes cannot endure forever， and the day will come when the Iranian people will face a choice. Will they continue down the path of poverty， bloodshed， and terror？ Or will the Iranian people return to the nation’s proud roots as a center of civilization， culture， and wealth where their people can be happy and prosperous once again？

　　联合国秘书长古特瑞斯（Antonio Guterres）在大会上指出，目前核武攻击的威胁程度，是冷战结束以来的最高峰，他提醒，“过于火爆的言词交锋，可能引来致命的误解”。

　　市场表现：黄金价格高位震荡

　　川普演讲之际，黄金价格高位震荡，美市金价波幅加大，录得日内低点1304.99美元/盎司后反弹，金价震荡上行，之后再转盘整，终收于1310.90美元/盎司，上涨3.6美元，涨幅0.28%。国际现货黄金亚市早盘开于1306.63美元/盎司后短暂上涨，录得日内高点1311.68美元/盎司，后震荡下行。欧市金价陷入盘整，金价窄幅波动。

特朗普联合国演讲称“彻底摧毁朝鲜” 中方回应

当地时间19日，美国总统特朗普在联合国大会一般性辩论上发表演讲时表示，如果美国被迫自卫或保护盟国，那么将别无选择去彻底摧毁朝鲜。在今天（20日）的外交部例行记者会上，发言人陆慷表示，各方应严格遵循安理会涉朝决议，通过政治外交手段和平解决半岛核问题。

陆慷表示，联合国安理会通过的相关涉朝决议，反映国际社会的普遍意志和共识。这些决议应该得到全面、准确地执行和遵守。

外交部发言人 陆慷：安理会所有的涉朝决议都毫无例外地表明，各方应当致力于维护半岛的和平稳定，应当致力于通过政治外交手段和平解决半岛核问题及其他相关问题。所以这点也应该得到国际社会所有有关各方平衡、严格遵循。

陆慷强调，安理会通过的所有涉朝决议都坚定表明，国际社会致力于实现半岛无核化，反对朝鲜违反安理会的决议、违反国际社会的共识，推进核导计划。

外交部发言人陆慷：我们希望有关各方在全面完整执行安理会相关决议的同时，保持克制，多采取一些有助于缓解紧张局势的正确行动，并且能够为半岛核问题早日重返谈判解决的轨道，营造必要的条件和契机。
