You can not catch the bottom in the first place.  Normally you knew the bottom after that.
For your question,  It is point to down side when  Naz first reached bottom in 10/2002,  because of that, the rally failed and re-test low around 3/2003
at that time 40 week MA turn to flat, and  this time the rally retained.  MA is lagging indicator, but the direction of MA is important.
