all right. i looked it up. He is not a voting member... According to the rule, there is one and only one voting member chosen from three presidents in Phila, Boston, and Richmond. In 2009, it is Richmond's Jeff Lacker. Now I understand why phila's president can complain about Fed's inflationary policy without constraints. hehe.

WS analysts used to categorize all the fed members into three categories based on how likely  they are to increase interest rates to fight inflation: hawk, dove, and neutral. If I remember correctly, there is not a single hawk in the current Fed committee: either dove or neutral.
