I discussed this with my colleague a couple of days ago, who has years of research experience in the US Census Bureau, dealing with all kinds of data.  She said that she trusted the US Census Bureau. The director of the Bureau is one of her best friends and he is a candid person. Since the Bureau aims at working independently, there should not be much political impact on their data analyses.  

I asked her what the possible explanation is for the revised numbers and why they were all biased in one direction.   She said it was possibly because the statistical models the Bureau developed in the past might only work well in good economic conditions.  So in today's market, the results were systematically biased.

CPCE is very very different from CPC.
They are not the same thing.

Extreme CPC is useful in short term swing trade.
In contrast, CPCE is an intermediate term signal.

Today CPCE will be around 0.84, which is a clear breakout.

在大盘正常回调的时候CPC冲刺对熊熊可不是好消息。

没看懂。如果是预估的值的话，可以这样解释。但是为什么事后的统计结果，还会有这个问题呢。
