我们米国人就是牛！休士顿警察追进中国领事馆抓人 副总领事曾被铐

（华盛顿二十八日电）中国驻休士顿总领馆28日证实，上周六晚间，驻休士顿副总领事郁伯仁（Ben Ren Yu），在总领馆附近遭休士顿警方围捕，警察还追进领事馆，并用手铐将郁伯仁铐起来。

　　当局事后才知道该名男子是派驻当地的中国领事馆副总领事郁伯仁，而警员拘捕他的地方，正是中国领事馆的范围。在事件中，郁伯仁受伤送院治疗，中方已经向美方交涉。

　　据报导，休士顿警方对付郁伯仁的方法，十分粗暴；郁伯仁受伤送到赫曼纪念医院（Memorial Hermann Hospital），经治疗后已出院，已经恢复工作；和郁伯仁同车的女子邓金华（Ging Hua Deng）并未受伤。休士顿警方尚未对此事作出回应。

　　中国驻休士顿总领馆发言人王培军领事说，该案仍在调查，领事馆还待进一步研商此事件；但是，中国政府已抗议，要求美国政府严守维也纳公约条款和中美建交条约，并保护中国驻美人员的安全。

　　CBS电视新闻报导称：24日晚间，郁伯仁乘坐的汽车没掛牌照，巡逻警发现该车后，鸣笛要求他停车受检，但郁伯仁既未停车，也没放慢速度，继续驾驶向总领馆方向行驶，多辆警方巡逻车追逐，郁伯仁的汽车开到总领馆后门，开启车库电动门，将车开进总领馆车库；多名警员尾随不舍追进领事馆，把郁伯仁和邓金华逮捕，并戴上手铐。郁伯仁手臂和脖子受伤，由救护车送往医院治疗。

　　报导称，警方不可能知道那是外交车辆，车里乘坐的是外交人员；但追进中国总领事馆，则是罕见的情况。

"For your information, Diplomatic License Plates are stolen frequently. The Houston PD is notorious for civil rights violations and massive ignorance. The diplomats do indeed have special rights here, just as ours have rights in China and many other countries. The stolen license plates are a huge problem, but life goes on. Every diplomat, no matter what country they are commuting in, will most always drive to their embassy when a police officer follows them."

Maybe it is his first time in US.....he does not know when police tries to stop him, he should pollover first...

Makes sense.  I think they are trained not to stop to be examined by local police because many times they may carry sensitive documents with them and a "regular road examination" may turn into a big diplomatic mess.
