其实很简单：因为政府有很强的理由相信有大的危机将要发生，要不没事做这个干啥。现在的情况是，如果失业率大于10%的话，肯定会有大的银行倒下。如果失业率大于12%的话，剩下的银行会就不多了。你想一想如果GM or Chrysler 倒掉的话，失业率会到几。所以政府能不担心吗, 这个stress test 就是要使银行有个充分的准备去迎接大的危机。
